LUKPATA, HIPPOLATUS OGAR

Elder Dr Hippolatus Ogar Lukpata was born on the 17th of October, 1965 into the family of Late Mr Lukpata Moses Ogar and Mrs. Adoko Alberta Lukpata. Dr. Lukpata is a native of Okah-Idah village, Wanihem ward in Northern Ukele, Yala Local Government of Cross River State. 

 

He started his Primary Education at St. Sylvester Primary School, Iyango-Idah, Wanihem, North Ukele, Yala Local Government Area and progressed to various learning institutions. He holds a Higher National Diploma in Community Health from the University of Calabar; a B.Sc Health Education from the University of Calabar; Post Graduate Diploma in Education from Usman Danfodio University, Sokoto, a Master’s Degree in Community Health from the University of Liverpool, London, United Kingdom; Doctorate Degree in Public Health from University of Calabar.  He has a certificate in Projects Management from the Institute of Project Management, Gauteng, South Africa, and another certificate in Projects Management from the Ghana Institute of Projects Management. 

 

Dr Lukpata has several diplomas such as Diploma in Human Resources, Hospital management/administration, Primary Healthcare Tutor and several certificates obtained within and outside the country in Monitoring and Evaluation of projects/programmes. Elder Dr. Hippolatus Ogar Lukpata is a Public/Community Health specialist. He also specializes in programming, resources and community mobilization. 

 

Dr. Lukpata has served Cross River State Government at different levels including being Desk Officer on the following programmes and projects: European Union Micro Projects Program for the six (6) States and then later, the Nine (9) States of the Niger Delta, (MPP6) and (MPP9); Desk Officer Civil Society Organizations (CSOs) in Cross River State; Desk Officer World Bank- State Capacity Building Project (WB-SCBP); Desk officer Universal purpose; Steering Committee Member of Cross River State- Rural Access Mobility Project (CR-RAMP); Member, Cross River State Volunteers Service Technical Working Group; Coordinator of Development Partners forum in Cross River State; Director monitoring and Evaluation at the Department of International Donor Cooperation; Programme Manager of United Nations Programmes - MDGs, SDGs. Elder Dr. Lukpata retired as a Public Health Director in the Cross River State Ministry of Health, and proceeded to the Department of Public Health at the University of Calabar as a lecturer. 

 

Elder Lukpata PhD is a patriotic and humble man who is always ready for service to humanity. His patriotism earned him the “Godfrey Wogor Ukele Best Man of the Year” award amongst several religious, social and civil service awards. He is indeed a silent achiever. Elder Hippolatus Lukpata PhD is the immediate past Commissioner for the Ministry of Water Resources and presently serving the State as Commissioner, of the Ministry of International Donor Coordination. 

 

He is also voluntarily serving the Lutheran Church of Nigeria as the Administrator of Lutheran Hospital Yahe in Yala Local Government Area; and also a part-time lecturer at the Lutheran College of Health Technology Iboko, Okpoma in Yala.

 

Distinguish performance: 

  1. In 2006 under MPP6 with Professor Ayara Ndem Ndiyo of the University of Calabar, as the Program Manager, Dr. Lukpata was adjudged the BEST Desk Officer amongst the six participating States of Akwa Ibom, Bayelsa, Cross River, Edo, Ondo and River states in terms of community mobilization and participation. 

     

  2. In 2011 and 2012 under the leadership of Roy Ndoma-Egba as SA, DIDC, Dr. Lukpata had very outstanding recommendations; 
  3. (a). The European Union Ambassador to Nigeria, His Excellency David McCrae who came to commission Etung Local Government International Market interfaced with Dr. Lukpata and was so satisfied with his performance that he told His Excellency, Senator Liyel Imoke “If you have ten (10) of Lukpata’s type, your Excellency, you can go and sleep as he is so exceptional”. 

     

  4. (b). Again at the EXCO RETREAT at TINAPA, Lukpata made a presentation on Donors’ coordination and performance in Cross River State so brilliantly that the then Commissioner for Finance, Hon Kefas Etim, asked the governor, Senator Liyel Imoke in the presence of all the participants to shake hands with Lukpata for extra-ordinary presentation. 

     

  5. 3. History repeated itself when in 2015 under the leadership of Hon Francis Ettah as the SA to the Governor on MDGs, wrote a commendation letter titled “Best Performance” by Dr Lukpata to Governor Imoke and in his words “You have demonstrated competence in the coordination of Millennium Development Goals- Conditional Grant Schemes (MDGs-CGS) Projects, maintenance of a good working relationship with relevant State and the Federal MDAs and other stakeholders as a great feat for you, the Department and the State in general”

He has also served the Lutheran Church of Nigeria (LCN) in the following capacities:

  • Member, Board of Directors LCN representing Ukele District 1995 - 2004
  • Member, Board of Governors Lutheran College of Health Tech. 2017- to date
  • Member, Lutheran University Project Committee 2017- to date
  • Member-At-Large, LCN Board of Directors 2017- to date
  • Chairman, LCN - SDGs Advisory Committee 2017- to date

He is happily married to Dr, Mrs Felicia Lukpata and a proud father whose love is knitted with kindness and empathy for humanity .
